In my opinion, Cap is Rogers is worthy Hammer shirt not worthy until he requests forgiveness from Ironman. He knows that his best friend Bucky killed Iron Man’s parents but Steve Rogers did not reveal it to, Iron Man. Maybe he has a guilty feeling inside and his conscience is bothering him, thus making him unworthy to lift a hammer. When he pulls it off his chest where Iron Man fights Cap and Bucky and apologizes to Iron Man, Captain America becomes worthy to lift Thor Thor.
