I suspect you either don't have a cat or have one but have no idea how to care for it. A cat can't possibly pee enough to flood a litter box, and if the box went uncleaned long enough for that to happen, no cat would use it. They would pee outside the box, probably on something difficult to clean like a rug or the middle of your bed. You definitely seem like a person who should never own a cat.
