Too many missing facts here to really answer your question but I will offer my opinion. Many dog owners who walk their dogs are “mildly bothered” when a person approaching them avoids close contact by stepping into the street to avoid the dog. They see this as an insult to their ability to control their dog. Whether this is true or not can’t be determined from your situation and based on your past interaction with dogs you may have been just taking the safe way to maneuver around the dogs. A contributing factor to this scenario is the fact that the dog was off leash, since you have no idea of the training of the dog and the abilities of the handler to control your dog your actions seemed reasonable.
